Southwest Public Libraries receives funding from two primary sources. The first is the Public Library Fund, which is funded by the State of Ohio and consists of 1.95% of General Revenue Fund taxes collected by the state. This fund provides approximately half of SPL's funding and has been cut significantly over the past decade. The other primary source of funding is the 1 mill property tax approved by voters in November, 2010. Money collected from library fines, fees, donations, and interest earned on investments accounts for less than 5% of SPL's funding.
